Dr. Martin Luther King Jr. announced a major civil disobedience campaign in 1967 called the Washington Spring Project (later commonly known as the Poor People’s Campaign). The goal was to pressure Congress to enact a $200 million per year anti-poverty program for 10 years. King emphasized that the campaign would involve prolonged demonstrations in Washington, D.C., and possibly other cities, staying there until the federal government acted on poverty issues affecting Black Americans and other poor people.
